Outside the context of sea robbery, which is considered an international crime, the concept of "piracy" was first used by British publishers in the XIX century against the publishers of the US who practiced the publication of books by authors from the UK without permission or payment of royalties, with legally. The position of the legislators was totally conscious because American publishers opened access to "free as air" literature in English. What will happen in the future in the Internet piracy is not yet known, but I, as an active Internet user, and I do not see anything in it.
